PIERRE, SD (KELO.com) — It started off as a tough year, but South Dakota finished the just-completed budget year with a $69-million surplus. Sales tax revenues lagged for the first half of last year, but ramped up at the mid-way point, generating $30-million in revenue above estimates. State agencies also reverted $39-million, spending less than they were budgeted.
