SIOUX FALLS, SD (KELO.com) — The new Smithfield Foods plant is on the short list of projects receiving a shot in the arm from the state. The Board of Economic Development has approved nearly $30-million for the Smithfield project under the Reinvestment Payment Program, which gives the company sales tax breaks on the purchase of new equipment. The overall project is expected to cost the company nearly $1.3-billion.
