PIERRE, SD (KELO.com) — Early absentee voting is underway in South Dakota after a delay, but now there’s confusion over new Voter ID rules. A bill passed by the legislature requires new voters to provide proof of citizenship to register. Some county auditors say the Secretary of State’s instructions on whether photocopies of driver’s licenses can be used to prove citizenship were unclear. Some auditors are requiring the licenses to be shown in person rather than by photocopy.
