PIERRE, SD (KELO.com) — South Dakota schools would be required to adopt cell phone use policies during the school day under a bill approved by a legislative committee Tuesday morning. Sponsor, Senator Chris Karr of Sioux Falls has been researching the issue for two years, and says scientific data shows cell phones cause problems for students. Research also shows that cell phone access during school hours diminishes the academic success of students, but that begins to reverse itself once cell phones are removed.
State Education Secretary Joe Graves agrees cell phones cause harm, but opposed the bill – wanting to leave the decision to local school districts. It took several attempts, but the committee approved the bill by removing a recommendation for the bill to be passed by the full Senate.
