PIERRE, SD (KELO.com) — Smoking has been banned inside buildings in South Dakota since 2008, but that could change. Representative Will Mortenson has sponsored a bill that would give cities and counties authority to issue permits for cigar bars. Cities and counties are not bound to issue the permits, but could do so if they choose to. The House State Affairs Committee approved the bill, sending it to the full House for a vote.
