SIOUX FALLS, SD (KELO.com) — The parents of a ten year old Sioux Falls boy who was the subject of a recent manhunt are facing child abuse charges. Juan Barragan and Angela Franco were arrested for abuse or cruelty to a minor. Police Chief Jon Thum says it’s a difficult situation.
Joel Takenalive left the family home after an argument, wearing only a sweater – in the midst of a dangerous cold snap. Law enforcement say the living conditions in the home were poor, and that Takenalive was abused by the couple.
