PIERRE, SD (KELO.com) — The population of Pierre is swelling, as lawmakers converge on the capitol for the 101st session of the South Dakota Legislature. Governor Larry Rhoden gets things going with his State of the State address early Tuesday afternoon, as he lays out his agenda for the session. He says he’s recommitting to civility this session and encourages others to do the same.
