Sioux Falls, SD (KELO.com) — The Sioux Falls Parks and Recreation System just received another healthy shot in the arm. Joe and Jennifer Kirby are making a one-million-dollar donation for the new Frank Olson Recreation Center, which is in its early planning and design phase. The Center is expected to be completed by 2029.
