A Sioux Falls man has murder and manslaughter added to his list of accusations

SIOUX FALLS, SD (KELO.com) — Murder and manslaughter charges have been added for a Sioux Falls man accused in the recent death of a woman.  45-year-old Jubal Rattler is accused of pushing Doris High Elk off a retaining wall under a downtown bridge.  She later died of her injuries.
