SIOUX FALLS, SD (KELO.com) — A no-bid contract for ambulance service in Sioux Falls is being called into question. City Councilor Curt Soehl says the ambulance contract has historically been competitive. He was surprised when City Health Director Joe Kippley announced plans to award the contract to the current provider without a bid process. Soehl says it’s about more than just the ambulance contract. He’s working on a new ordinance to regulate the way professional services contracts are handled by the city in the future.
