PIERRE, SD (KELO.com) — The location of a proposed new men’s penitentiary between Harrisburg and Canton is a major stumbling block, but it isn’t the only problem. Republican Representative Kevin Jensen of Canton is one of the most vocal opponents of a plan to build a new men’s penitentiary in his legislative district. Jensen says a lack of effective programming and rehabilitation master plan are more pressing needs than the proposed 825-million dollar facility.
Jensen says the lack of emergency services near the site is an issue, but he believes overcoming a lack of programming is even more urgent.
A bill to complete the funding package for the new prison was forwarded to the Legislature’s Joint Appropriations committee Tuesday, without a funding amount, and without a recommendation on whether it should be passed. Governor Larry Rhoden says failing to fund and build the facility is not an option, but so far, legislators haven’t appeared willing to take that step.
