HARRISBURG, SD (KELO.com) — The State Transportation Department is beginning to study potential road upgrades near the site of a proposed Men’s penitentiary between Harrisburg and Canton. The site is located between Highways 11 and 115, and if the facility is built, turning lanes and gravel road upgrades will probably be needed. Normal traffic counts are already on the upswing, and the prison would add another 900 daily trips through the area.
