LINCOLN COUNTY, SD (KELO.com) — A major setback for Lincoln County Landowners trying to defeat plans to build a men’s penitentiary near Harrisburg. Landowners filed suit to stop the plans earlier this year. A judge has ruled against them, and dismissed the lawsuit. The court says the state has authority to build the facility, even without approval from Lincoln County and nearby property owners.
