CENTERVILLE, SD (KELO.com) — The former Mayor of Centerville made his initial court appearance in Vermillion Wednesday on three charges of first degree murder. 64-year old Jay Ostrem is accused of walking to a neighboring house and killing three people inside. Court documents state one of the victims called 911 Monday night saying a family member had been shot and killed, and that they had also been shot. A law officer later saw Ostrem carrying a handgun and a rifle before he surrendered.
