SIOUX FALLS, S.D. (KELO.com) — Gov. Kristi Noem signed the controversial “riot boosting” bill into law Tuesday, potentially setting up another court battle over the First Amendment rights of pipeline protestors.
Noem signed a similar piece of legislation into law last year, but key parts of the bill were deemed unconstitutional in court. The supporters of this year’s bill say the revisions satisfy the standard set by the court.
Opponents, including tribal leaders, have challenged that assertion, saying the bill is too big a threat to free speech in South Dakota.
