PIERRE, S.D. (KELO.com) — Governor Kristi Noem’s veto on two recent bills took exception to the process used to pass them, specifically how state agencies were not included in the discussions leading up to the bill drafting.
Noem’s veto letter says she supports the issue raised in the bills of cleaning up statutory cross-references but not the process used in HB 1012 and 1013. She also took exception to how the bills included more than one subject per bill and directed lawmakers in the future to submit ‘clean bills.’
Immediately after the Governors veto letters were read in the chamber, House Speaker Steven Haugaard suggested new incoming members in the 96th session convene “some time as soon as possible” and be ready to hear “about a thousand bills next year.”
