WINNER, S.D. (KELO.com) — One of the biggest surprises in last week’s legislative primary races was the win by Erin Tobin of Winner in the District 21 Republican Senate race.
She defeated House Majority Leader Lee Qualm by a sixty-one to thirty-nine percent margin.
Qualm, from Platte, was term-limited from seeking another run for the House.
One of the issues was a bill sponsored by Qualm that would have made immunizations optional for school kids.
Tobin will face democrat Dan Kerner Andersson of Burke in November.
