Tax policies attract new residents to SD

UNDATED (KELO.com) — A new study shows South Dakota gains a new citizen every 1 hour and 15 minutes on average due to tax policy.  That ranks 18th in the nation according to the National Taxpayers Union Foundation.  Conversely, California loses one taxpayer every minute.
