PIERRE, SD (KELO.com) — A bill to ban cell phones in South Dakota’s public schools failed in committee Monday morning. Education Secretary Joseph graves testified against the bill, saying the problem was on the way to being solved by local school boards. Sponsor, Senator Chris Karr says harm caused by cell phone use outweighs concerns about violating local control. He doesn’t believe legislators should wait for local officials to take action. The bill was defeated in an 8-7 vote. An effort to revive the bill failed by the same margin.
