Rapid City, SD (KELO.com) — Public libraries are on the chopping block in the Black Hills. The Dakota Scout reports Pennington County Commissioners are proposing severe cuts due to property tax relief measures being considered…and the need to fund other programs. Under one plan, Rapid City’s library allocation would have been cut by 80-percent.
