A 30-year-old murder case has Senator Mike Rounds pushing to remove the statute of limitations on 2nd degree murder charges on federal and tribal lands. It’s called “Kamisha’s Law”, for a toddler who was found brutally murdered in Sisseton in 1992. Jay Adams Junior pleaded guilty to voluntary manslaughter in the case and is serving a 10-year prison term. If he hadn’t, the statute of limitations would have prevented his prosecution. Rounds’ bill would remove the statute.
