PIERRE, SD (KELO.com) — Governor Kristi Noem delivers her annual budget address to legislators Tuesday. The declining sales tax revenues we have reported is expected to drastically change the budgeting process. Revenues could come up 80-million dollars short of projections. Legislators will also have to come up with funding sources for another 60-million dollars for Medicaid funding and 200-million dollars to fund construction of a proposed new men’s penitentiary between Harrisburg and Canton.
