HARRISBURG, SD (KELO.com) — The City of Harrisburg has decided to just say “no” to seven million dollars being offered by the state. Accepting the money would have allowed the proposed new men’s prison to tie into the city’s sewage plant. Opponents of the prison voiced strong opposition to the idea, saying it would indicate local support for the proposed prison location. The City Council voted against it unanimously.
