PIERRE, SD (KELO.com) — The state South Dakota is celebrating – again. The 2024 budget year was closed with a surplus of $80.7-million. The money is being set aside to offset the cost of new prison construction. Revenues ran $24-million higher, and expenses were over $56-million lower than projected.
