PIERRE, SD (KELO.com) — South Dakota voters will determine the outcome of a new law dealing with Carbon Capture pipelines. The Secretary of State’s office validated enough petition signatures to put SB201 on the November ballot. That bill transfers regulatory authority over the pipelines from local governments to the state Public Utilities Commission.
