LUVERNE, MN (KELO.com) — A Luverne resident’s design of a new Minnesota state flag comes out on top. 24-year old Andrew Prekker was among two-thousand Minnesotans who offered designs. The new flag features the shape of Minnesota, cast in deep blue and topped with an eight-point star facing north, with a solid block of light blue to represent Minnesota’s water.
