SIOUX FALLS, S.D. (KELO.com) — Governor Kristi Noem was sworn in Saturday to her second term. Noem said in her speech her first term saw unexpected challenges, including storms and a pandemic, that the people of South Dakota took on together and came through stronger than before. South Dakota’s 2023 legislative session opens on Tuesday. The session will include Noem’s proposal for funding a women’s prison in Rapid City, and replacing the South Dakota State Penitentiary. Governor Noem also wants to do away with the state’s grocery sales tax.
