SIOUX FALLS, S.D. (KELO.com) — Sioux Falls police received several calls Monday evening about a man and woman who were exposed from the waist down east of the Arc of Dreams on the bike trail. Officers arrived and found a man, covered with a coat, on top of a woman. Both appeared to be sleeping. The woman was intoxicated but told police she did not consent. 46-year-old Joseph Hatchett of Sioux Falls faces charges for third-degree rape and indecent exposure. Additionally, it was discovered he was a registered sex offender and is charged with sex offender loitering in a community safe zone.
