SIOUX FALLS, S.D. (KELO.com) — City crews have closed portions of the 10th Street and Phillips Avenue intersection Friday to repair a broken water main.
Drivers are urged to use caution and reduce their speed while traveling near the construction area and may want to consider using alternative routes
