CANTON, SD (KELO.com) — Lincoln County Commissioners are questioning parts of Governor Rhoden’s property tax relief plan. The plan allows counties to impose a half-penny sales tax, which would be used to reduce property taxes on owner-occupied homes. Commissioner Betty Otten wants staff to draft a proposal to initiate the tax, and then refer it to a public vote in November. Commissioner Joel Arends agrees the bill allows counties to impose the tax, but questions whether the bill – as drafted – allows the commission to refer it to a public vote. “But there just isn’t any mechanism by the County Commission in my reading (of the bill) where we can refer this to a vote of the people.” When combined with another property tax relief measure, Lincoln county residents would see property tax relief of more than 11-hundred dollars on a 325-thousand dollar home.
