PIERRE, SD (KELO.com) — Flags are being flown at half-staff at the South Dakota State Capitol today in honor of former State Legislator Steve Hickey, who passed away this past week. He was a Sioux Falls pastor who also served three terms in the state House, representing Minnehaha County.
