SIOUX FALLS, SD (KELO.com) — South Dakota has a high inmate population and too many return customers.  A legislative committee began a summer study of those problems yesterday.  Republican Senator Kevin Jensen of Canton says it may be time to let nonviolent offenders move on with their lives instead of locking them up.
