Milbank, SD (KELO.com) — A woman charged with shooting a Milbank nursing home employee in January is not mentally competent to stand trial. Carrie Ann Collins was charged with attempted first-degree murder for shooting a fellow employee in the face during a dispute. She’s currently at the Human Services Center in Yankton, undergoing restoration therapy. The shooting victim suffered only minor injuries.
