VERMILLION, SD (KELO.com) — The verdict is still out on where to place a new men’s penitentiary – but a proposed site in Lincoln County that failed to win funding in the legislature is not the “people’s choice.” A poll sponsored by South Dakota News Watch and USD’s Chiesman Center for Democracy shows 52 percent of the state’s residents oppose that location. Respondents also say they support a measure that will be on next year’s ballot to raise the percentage of votes needed to pass constitutional amendments to 60-percent rather than the current simple majority.
