RAPID CITY, SD (KELO.com) — A South Dakota Death Row inmate has lost his most recent appeal as he fights his death sentence. Briley Piper was convicted of torturing and killing Chester Poage near Spearfish 25 years ago. Attorney General Marty Jackley says Piper has refused to take responsibility or show remorse for Poage’s death. Piper’s claim of having ineffective representation was rejected by Federal Judge Roberto Lane. Piper can appeal that ruling to the Eighth U-S Circuit Court.
