SIOUX FALLS, S.D. (KELO.com) — There’s no disagreement that South Dakota needs a new state penitentiary.
Built in 1881, it has become hazardous and antiquated.
Sioux Falls Police chief John Thum believes that a modern facility would benefit the state.
In the late 1980’s Chief Thum’s father served as the prison chaplain.
Thum believes modern facilities and programs would reduce recidivism.
