Itโs been a lightning rod issue since former Governor Kristi Noem proposed it in her budget address last year. House Majority Leader Scott Odenbach was a primary sponsor of the bill.
Public School boards, administrators and teachers lines up to testify against the measure. The House Education Committee voted to move it to the 41st Day of the 38-day legislative session, effectively killing it.
