PIERRE, SD (KELO.com) — South Dakota legislators will determine the fate of a proposed new men’s penitentiary near Harrisburg. House Bill 1025 to build the prison has been introduced, including the money to pay for it. The Bill includes an emergency clause, which means it would take effect immediately if it’s passed by both legislative chambers and signed by the Governor. Prison opponents have a lawsuit pending before the State Supreme Court.
