SIOUX FALLS, SD (KELO.com) — The Sioux Falls City Council takes action to clean up “rowdy and disruptive” behavior in the downtown district. They updated language in the city’s ordinance on disorderly conduct, giving police more leeway to enforce public behavior laws by dealing with individuals as well as crowds. It was approved over the objections of city resident James Johnson, who expressed free speech concerns.
Councilor Curt Soehl addressed concerns over potential violations of free speech rights.
The Council also adopted a new ordinance to formally outlaw possession of alcohol at public libraries. Both measures passed unanimously.
