PIERRE, SD (KELO.com) — The fight over Carbon Capture pipelines and eminent domain clears another hurdle. A state Senate committee passed a compromise bill dealing with who controls regulations on safety setback zones and the location of the CO2 lines. Senate Majority Leader Casey Crabtree says his bill is an effort to compromise.
The proposal transfers the authority to establish safety setback zones from county governments to the Public Utilities Commission. Brown County Commissioner Drew Dennert objected.
Even some of the bill’s supporters, like Summit Carbon Solutions lobbyist Brett Koenecke, are critical.
Pipeline supporters say decisions on safety and location belong to the state or federal governments, not local government. Hand County Commissioner Jim Eschenbaum of Miller disagrees.
Leaders on both sides of the debate criticized the bill, but it passed anyway and goes to the full Senate for debate next week.
