SIOUX FALLS, SD (KELO.com) — The city of Sioux Falls announced an upgrade to the way you pay your utility bill.  OneMeter is a new portal for utility customers to have more visibility into their account.  Utility Billing Manager Matt Nelson explains the website upgrade and new app.
