SIOUX FALLS, SD (KELO.com) — Quick stops in downtown Sioux Falls are about to become more convenient.  The city is replacing commercial loading, taxi and carry out spaces.  Public Parking Facilities Manager Matt Nelson unveiled the new 15-minute Express Zones.

You should use your flashing lights and limit your stay to 15 minutes in the new Express Zones.
