PIERRE, S.D. (KELO.com) — Gov. Kristi Noem is proposing a $5.054 billion budget for fiscal year 2022.
That is an increase of $131 million over last year.
The state receives funds from three main “buckets”: State general funds, federal funds, and other funds.
However, given Tuesday, the governor’s budget address is also an opportunity for the state’s chief executive to earmark one-time spending projects and longer-term funding for special projects as well as the basic functions of government.
Below is a partial list of some of the “special” items or initiatives Gov. Noem would like to do in FY 2022 and beyond–provided the South Dakota Legislature agrees.
- Additional Funding for Recreational and Medical Marijuana Regulation and Enforcement: $4.2 million.
- Pay Off Technical Colleges Bonds Issued in 2010: $1.7 million, predicted savings of $500,000.
- Additional Equipment for the Four State Technical Colleges: $3.4 million.
- Connect All of South Dakota to the Internet: $100 million over several years.
- Upgrade Vulneral State IT Infrastructure: $10 million.
- Upgrade State Radio System: $3.2 million.
- New State Fair Livestock Complex: $12 million.
- Add Capacity for Meat Processing and Storage: $5 million.
- New Dam in Brown County: $4 million.
- New State Airplane: $5 million.
- Additional Funding for Access to Critical Nursing Facility Program: $1 million.
- Establish Small-Scale, Private, Adult Immediate Care Facilities for People with Intellectual and Developmental Disabilities: $8.3 million.
- Assist in Funding a New Community Center Near Ellsworth Air Force Base: $3.2 million.
- Replace Lost School District Funding: $11 million.
- Add 2% to Regular 10% State Budget Reserve: Plus an additional $50 million.
- 2.4% increase for K-12 Education and Technical Colleges.
- 2.4% increase for medical provider reimbursement rates, state employee salaries
